Data shows heavy airline-stock short selling

In another sign that some investors speculated against the stocks of airlines whose jets were used in terrorist attacks on New York and the Pentagon, there was a sharp increase in short selling of the stocks of American and United airlines during the month before Sept. 11.

The trading activity far outpaced the rise in short selling for all stocks on the New York Stock Exchange -- or other major airline stocks as a group on the Big Board -- according to a computer analysis by The Chronicle of data released yesterday by the New York Stock Exchange.

A short sale is essentially a financial market bet that the value of a particular stock will drop. In a successful short sale, an investor borrows the stock from a broker, sells it and then repurchases it at a lower price, returning the shares to their owner and turning a profit on the difference.

Federal securities and law enforcement investigators have been looking at unusual trading activities in the stocks of AMR Corp. and UAL Corp., the parent companies of American and United, as well as a number of other securities in the days leading up to the terrorist attacks. Specifically, the investigators want to determine whether someone with advanced knowledge of what would happen was trying to profit on the ensuing financial downturn.

The data released yesterday is part of the NYSE's regular monthly report on short-selling. It shows that investors shorted nearly 4.39 million shares of UAL in portions of August and September. That represented an increase of 1.25 million shares, or 40 percent over the previous month's level. Meanwhile, investors shorted more than 2.98 million shares of AMR, a jump of nearly 497,000 shares, or 20 percent above what it was in August.

Those increases were far larger than the average shorting of stocks for the two companies' major competitors on the exchange, including Delta, Continental, US Airways and Southwest. As a group, the competitors saw an increase in shorting of only 11 percent. And shorting on the exchange overall totaled only a one percent increase.


As reported previously, some of the suspicious trading under investigation by market monitors, the FBI and the Securities and Exchange Commission include an unusual spike in the purchase of "put" options on the stocks of AMR and UAL.

A put is essentially a bet that the stock will decline, giving the buyer the right to sell the stock at a set price at a set time and delivering profits when the share price drops lower than the agreed sale price. To be sure, there are a number of legitimate reasons to account for the increase in short selling that have nothing to do with terrorism.

For instance, the airline industry was in serious finance trouble even prior to the attacks, as business and consumer travel demand slacked off in a weakening economy. And both AMR and UAL posted huge second-quarter losses in July and said they could be in the red for the rest of the year.

What's more, short-selling on the exchange has become increasingly prevalent. Each month has seen a record high, with a new peak of 5.98 billion shares shorted this month.

Still, anyone shorting shares of AMR and UAL would have turned a strong profit. UAL closed yesterday at $17.13 per share, off 44 percent from its close of $30.82 the day before the attack. AMR is down 40 percent, closing at $17.90 yesterday from $29.70 on Sept. 10.

Only one carrier, US Airways, saw a higher jump in short sales, with an increase of 41 percent. But there were obvious reasons to short that company: US Airways is laden with debt and was the target of a takeover bid from United that failed in July.

As with put options, it is difficult to tell how much money was made in the short selling of UAL and AMR stocks without more specific information about sale and repurchase prices and dates of execution.


Treasury Bonds Enter Purview of U.S. Inquiry Into Attack Gains

A broad government inquiry into whether anyone with prior knowledge profited from the Sept. 11 attacks widened to include suspicious trading in the Tresury bond market.

Investigators from the U.S. Secret Service contacted a number of bond traders regarding large purchases of five-year Treasury notes before the attacks, according to people familiar with the probe. The investigators, acting on a tip from traders, are examining whether terrorists, or people affiliated with terrorist organizations, bought five-year notes, including a single $5 billion trade, the people say.

Five-yera Treasury notes are among the best investments in the event of a world crisis, especially one that hits the U.S. The notes are prized for their safety and their backing by the U.S. government, and usually rally when investors flee riskier investments, such as stocks. Since the attacks, the notes have posted a return of 2.5%. Returns could have been far greater since many big bond investors turn to the futures market, where they use leverage, or borrowed money, to amplify their gains.


Recently, government authorities have interviewed a number of people from Mellon Financial Corp.'s Dreyfus Corp., the big mutual fund company specializing in bonds, and have contacted Wall Street's Goldman Sachs Group Inc. seeking bond-trading information, people with knowledge of the matter say. A Goldman spokeswoman said the firm "has receiving requests from various governmental authorities and is cooperating." A Dreyfus spokesman said the company would neither confirm nor deny being contacted.

The bond inquiry is part of a widespread effort by U.S. and European authorities to investigate reports of suspicious trading ahead of the attacks. Authorities have been examining the surge in short-selling activity in many airline and insurance stocks during the days preceding the disaster. Speculation about possible unusual trading has been based parly on disproportionate drops in stock prices of these stocks and other companies during the week before the attack. Since Sept. 11, airlines and insurers have been among the hardest-hit sectors of the stock market. Investigators also have been examining a surge in bearish options-trading activity in some airline stocks during the week before the terrorist attacks.

So far, investigators haven't found any conclusive evidence that the terrorists or anyone else with prior knowledge made these bearish bets. Proving any such activity would be extremely difficult. Some government investigators say it will be nearly impossible to draw links to the terrorists and suspicious trading activity, and many leads have turned up empty. Making matters even more difficult for investigators in the Treasury note mattter: the opaqueness of the market, the most liquid in the world, where billions of dollars of bonds are traded seamlessly on a daily basis.

In any event, investigators are looking at whether the activities in the bond and stock markets were linked. "No one knows at this point what this all might lead to, but we're interested in following these leads," a government official with knowledge of the investigation said. A spokesman for the Secret Service said: "At this point we can't comment on ongoing investigations or inquiries."

As part of the broad probe, the Securities and Exchange Commission, Wall Street's top regulator, has asked major Wall Street securities firms to turn over customer accounts, and stock-trading records involving short-selling before the attacks. Short sellers, expecting a stock to fall, sell borrowed shared in the hope they will profit by being able to buy them back later at a lower price. An SEC spokesman declined to comment.

Potential terrorist activity in the bond market adds a twist. Treasurys such as the five-year note have been hot all year as the stock market and economy kept sliding. During the month before the attacks, prices of the notes rallies some more, with the yield which moves inversely to the price falling from 4.53% on Augu. 10. The five-year note and other Trasurys rallies some more during the days before the terrorist attacks, even though some economic indicators, such as a National Association of Purchasing Management manufacturing report indicated that the economy might be on the mend. But a downbeat employment report released two days before the attacks sparked new concerns about the economy and more bond buying.

A recovering economy typically signals that bond prices will fall because people fear inflation, which cuts into the value of these fixed income securities. The current five-year note, maturing in May 2006, closed on Sept. 10 at 101 9/32 with a yield of 1.32%. Yesterday, it traded at 103 19/32, and a yield of 3.769%.

What is clear is that the five-year notes are safer and easier to trade than longer term securities, such as the 30-year Treasury bond. Any suggestion that the U.S. government would have to issue more bonds to pay for a recovery effort after a disaster would hurt long term bonds more that the five-year. The price of the 30-year bond has climbed marginally since the attacks, on fears the federal suplus is over, inflation is down the road, and many more long-term bonds will have to be sold.

"If they were going to do something like this, they would do it in the five-year part of the market," said Michael Shamash, a bond market strategist for Tucker Anthony Inc. "It's extremely liquid, and the tracks would be hard to spot."



Mystery of terror 'insider dealers'

Share speculators have failed to collect $2.5m (£1.7m) in profits made from the fall in the share price of United Airlines after the 11 September World Trade Centre attacks.

The fact that the money is unclaimed more than a month later has re-awakened investigators' interest in a story dismissed as coincidence.

It may be that investors who were able to predict the share price crash so skilfully are reluctant to be seen profiting from tragedy. But investigators now wonder whether there is a more sinister explanation.

The authorities are examining the possibility that if they knew what was coming, traders were intent on taking their profits immediately, before regulators had woken up to any possible scam. But investors failed to foresee that the first response of the US stock markets to the disaster was to suspend all trading for four days, thereby denying them the chance of cashing in their profits.

Further details of the futures trades that netted such huge gains in the wake of the hijackings have been disclosed. To the embarrassment of investigators, it has also emerged that the firm used to buy many of the "put" options – where a trader, in effect, bets on a share price fall – on United Airlines stock was headed until 1998 by "Buzzy" Krongard, now executive director of the CIA.

Until 1997, Mr Krongard was chairman of Alex Brown Inc, America's oldest investment banking firm. Alex Brown was acquired by Bankers Trust, which in turn was bought by Deutsche Bank. His last post before resigning to take his senior role in the CIA was to head Bankers Trust – Alex Brown's private client business, dealing with the accounts and investments of wealthy customers around the world.
There is no suggestion that Mr Krongard had advance knowledge of the attacks.

Between 6 and 7 September, the Chicago Board Options Exchange saw purchases of 4,744 "put" option contracts in UAL versus 396 call options – where a speculator bets on a price rising. Holders of the put options would have netted a profit of $5m (£3.3m) once the carrier's share price dived after 11 September. On 10 September, more trading in Chicago saw the purchase of 4,516 put options in American Airlines, the other airline involved in the hijackings. This compares with a mere 748 call options in American purchased that day. Investigators cannot help but notice that no other airlines saw such trading in their put options.

It was not just airlines that were targeted by remarkably canny investors. One of the biggest occupants of the World Trade Centre was Morgan Stanley, the investment bank. In the first week of September, an average of 27 put option contracts was bought each day in its shares. The total for the three days before the attacks was 2,157. Merrill Lynch, anotherWTC tenant, saw 12,215 put options bought in the four days before the attacks, when the previous days had seen averages of 252 contracts a day.


Bin Laden rigged oil and gold prices - bank chief

OSAMA bin LADEN is believed to have made a massive profit from trading in oil and gold as well as shares on the eve of the suicide attacks blamed on his followers.

Ernst Welteke, president of the Bundesbank, said financial investigators had found strong indications of suspicious dealings in gold and oil, as well as unusual movements in airline and insurance shares, in the days before the September 11 attacks in the United States. It appears that terrorist leaders capitalised on their "insider knowledge" of the planned atrocities to invest in oil and gold, knowing that the prices would rise after the attacks on the World Trade Centre and the Pentagon. Strange stock-market fluctuations have already been identified.

European Union finance ministers, meeting in Liege, Belgium, ordered national regulators to investigate the alleged market manipulations. Gordon Brown, the Chancellor, said: "Financial institutions in every part of the world should be under an obligation to report suspicious transactions where terrorist money could be in use."

Mr Welteke, speaking during a break in the same meeting yesterday, said: "There are ever clearer signs that there were activities on international financial markets that must have been carried out with the necessary expert knowledge." He reported an unusual rise in oil prices before the attacks. This could mean that people had bought oil contracts, and later sold them at a higher price. Gold-market movements also "needed explaining".

Gold, a traditional refuge for investors in times of crisis, has risen in price each day since the attack. Oil prices soared 13 per cent within 24 hours of the atrocities.

The money-making operation, thought to have earned millions for terrorist coffers, follows to the word a 1998 exhortation by one of bin Laden's Islamist front groups to "kill the Americans and plunder their money".

There was ruin and terror in Manhattan, but, over the Hudson River in New Jersey, a handful of men were dancing. As the World Trade Centre burned and crumpled, the five men celebrated and filmed the worst atrocity ever committed on American soil as it played out before their eyes.

Who do you think they were? Palestinians? Saudis? Iraqis, even? Al-Qaeda, surely? Wrong on all counts. They were Israelis – and at least two of them were Israeli intelligence agents, working for Mossad, the equivalent of MI6 or the CIA.

Their discovery and arrest that morning is a matter of indisputable fact. To those who have investigated just what the Israelis were up to that day, the case raises one dreadful possibility: that Israeli intelligence had been shadowing the al-Qaeda hijackers as they moved from the Middle East through Europe and into America where they trained as pilots and prepared to suicide-bomb the symbolic heart of the United States. And the motive? To bind America in blood and mutual suffering to the Israeli cause.


After the attacks on New York and Washington, the former Israeli Prime Minister, Benjamin Netanyahu, was asked what the terrorist strikes would mean for US-Israeli relations. He said: “It’s very good.” Then he corrected himself, adding: “Well, it’s not good, but it will generate immediate sympathy [for Israel from Americans].”

If Israel’s closest ally felt the collective pain of mass civilian deaths at the hands of terrorists, then Israel would have an unbreakable bond with the world’s only hyperpower and an effective free hand in dealing with the Palestinian terrorists who had been murdering its innocent civilians as the second intifada dragged on throughout 2001.

It’s not surprising that the New Jersey housewife who first spotted the five Israelis and their white van wants to preserve her anonymity. She’s insisted that she only be identified as Maria. A neighbour in her apartment building had called her just after the first strike on the Twin Towers. Maria grabbed a pair of binoculars and, like millions across the world, she watched the horror of the day unfold.

As she gazed at the burning towers, she noticed a group of men kneeling on the roof of a white van in her parking lot. Here’s her recollection: “They seemed to be taking a movie. They were like happy, you know ... they didn’t look shocked to me. I thought it was strange.”

Maria jotted down the van’s registration and called the police. The FBI was alerted and soon there was a statewide all points bulletin put out for the apprehension of the van and its occupants. The cops traced the number, establishing that it belonged to a company called Urban Moving.

Police Chief John Schmidig said: “We got an alert to be on the lookout for a white Chevrolet van with New Jersey registration and writing on the side. Three individuals were seen celebrating in Liberty State Park after the impact. They said three people were jumping up and down.”

By 4pm on the afternoon of September 11, the van was spotted near New Jersey’s Giants stadium. A squad car pulled it over and inside were five men in their 20s. They were hustled out of the car with guns levelled at their heads and handcuffed.

In the car was $4700 in cash, a couple of foreign passports and a pair of box cutters – the concealed Stanley Knife-type blades used by the 19 hijackers who’d flown jetliners into the World Trade Centre and Pentagon just hours before. There were also fresh pictures of the men standing with the smouldering wreckage of the Twin Towers in the background. One image showed a hand flicking a lighter in front of the devastated buildings, like a fan at a pop concert. The driver of the van then told the arresting officers: “We are Israeli. We are not your problem. Your problems are our problems. The Palestinians are the problem.”


His name was Sivan Kurzberg. The other four passengers were Kurzberg’s brother Paul, Yaron Shmuel, Oded Ellner and Omer Marmari. The men were dragged off to prison and transferred out of the custody of the FBI’s Criminal Division and into the hands of their Foreign Counterintelligence Section – the bureau’s anti-espionage squad.

A warrant was issued for a search of the Urban Moving premises in Weehawken in New Jersey. Boxes of papers and computers were removed. The FBI questioned the firm’s Israeli owner, Dominik Otto Suter, but when agents returned to re-interview him a few days later, he was gone. An employee of Urban Moving said his co-workers had laughed about the Manhattan attacks the day they happened. “I was in tears,” the man said. “These guys were joking and that bothered me. These guys were like, ‘Now America knows what we go through.’”

Vince Cannistraro, former chief of operations for counter-terrorism with the CIA, says the red flag went up among investigators when it was discovered that some of the Israelis’ names were found in a search of the national intelligence database. Cannistraro says many in the US intelligence community believed that some of the Israelis were working for Mossad and there was speculation over whether Urban Moving had been “set up or exploited for the purpose of launching an intelligence operation against radical Islamists”.

This makes it clear that there was no suggestion whatsoever from within American intelligence that the Israelis were colluding with the 9/11 hijackers – simply that the possibility remains that they knew the attacks were going to happen, but effectively did nothing to help stop them.

After the owner vanished, the offices of Urban Moving looked as if they’d been closed down in a big hurry. Mobile phones were littered about, the office phones were still connected and the property of at least a dozen clients were stacked up in the warehouse. The owner had cleared out his family home in New Jersey and returned to Israel.

Two weeks after their arrest, the Israelis were still in detention, held on immigration charges. Then a judge ruled that they should be deported. But the CIA scuppered the deal and the five remained in custody for another two months. Some went into solitary confinement, all underwent two polygraph tests and at least one underwent up to seven lie detector sessions before they were eventually deported at the end of November 2001. Paul Kurzberg refused to take a lie detector test for 10 weeks, but then failed it. His lawyer said he was reluctant to take the test as he had once worked for Israeli intelligence in another country.

Nevertheless, their lawyer, Ram Horvitz, dismissed the allegations as “stupid and ridiculous”. Yet US government sources still maintained that the Israelis were collecting information on the fundraising activities of groups like Hamas and Islamic Jihad. Mark Regev, of the Israeli embassy in Washington, would have none of that and he said the allegations were “simply false”. The men themselves claimed they’d read about the World Trade Centre attacks on the internet, couldn’t see it from their office and went to the parking lot for a better view. Their lawyers and the embassy say their ghoulish and sinister celebrations as the Twin Towers blazed and thousands died were due to youthful foolishness.

The respected New York Jewish newspaper, The Forward, reported in March 2002, however, that it had received a briefing on the case of the five Israelis from a US official who was regularly updated by law enforcement agencies. This is what he told The Forward: “The assessment was that Urban Moving Systems was a front for the Mossad and operatives employed by it.” He added that “the conclusion of the FBI was that they were spying on local Arabs”, but the men were released because they “did not know anything about 9/11”.

Back in Israel, several of the men discussed what happened on an Israeli talk show. One of them made this remarkable comment: “The fact of the matter is we are coming from a country that experiences terror daily. Our purpose was to document the event.” But how can you document an event unless you know it is going to happen?

We are now deep in conspiracy theory territory. But there is more than a little circumstantial evidence to show that Mossad – whose motto is “By way of deception, thou shalt do war” – was spying on Arab extremists in the USA and may have known that September 11 was in the offing, yet decided to withhold vital information from their American counterparts which could have prevented the terror attacks.

Following September 11, 2001, more than 60 Israelis were taken into custody under the Patriot Act and immigration laws. One highly placed investigator told Carl Cameron of Fox News that there were “tie-ins” between the Israelis and September 11; the hint was clearly that they’d gathered intelligence on the planned attacks but kept it to themselves.

The Fox News source refused to give details, saying: “Evidence linking these Israelis to 9/11 is classified. I cannot tell you about evidence that has been gathered. It’s classified information.” Fox News is not noted for its condemnation of Israel; it’s a ruggedly patriotic news channel owned by Rupert Murdoch and was President Bush’s main cheerleader in the war on terror and the invasion of Iraq.

Another group of around 140 Israelis were detained prior to September 11, 2001, in the USA as part of a widespread investigation into a suspected espionage ring run by Israel inside the USA. Government documents refer to the spy ring as an “organised intelligence-gathering operation” designed to “penetrate government facilities”. Most of those arrested had served in the Israeli armed forces – but military service is compulsory in Israel. Nevertheless, a number had an intelligence background.

The first glimmerings of an Israeli spying exercise in the USA came to light in spring 2001, when the FBI sent a warning to other federal agencies alerting them to be wary of visitors calling themselves “Israeli art students” and attempting to bypass security at federal buildings in order to sell paintings. A Drug Enforcement Administration (DEA) report suggested the Israeli calls “may well be an organised intelligence-gathering activity”. Law enforcement documents say that the Israelis “targeted and penetrated military bases” as well as the DEA, FBI and dozens of government facilities, including secret offices and the unlisted private homes of law enforcement and intelligence personnel.

A number of Israelis questioned by the authorities said they were students from Bezalel Academy of Art and Design, but Pnina Calpen, a spokeswoman for the Israeli school, did not recognise the names of any Israelis mentioned as studying there in the past 10 years. A federal report into the so-called art students said many had served in intelligence and electronic signal intercept units during their military service.

According to a 61-page report, drafted after an investigation by the DEA and the US immigration service, the Israelis were organised into cells of four to six people. The significance of what the Israelis were doing didn’t emerge until after September 11, 2001, when a report by a French intelligence agency noted “according to the FBI, Arab terrorists and suspected terror cells lived in Phoenix, Arizona, as well as in Miami and Hollywood, Florida, from December 2000 to April 2001 in direct proximity to the Israeli spy cells”.

The report contended that Mossad agents were spying on Mohammed Atta and Marwan al-Shehi, two of leaders of the 9/11 hijack teams. The pair had settled in Hollywood, Florida, along with three other hijackers, after leaving Hamburg – where another Mossad team was operating close by.

Hollywood in Florida is a town of just 25,000 souls. The French intelligence report says the leader of the Mossad cell in Florida rented apartments “right near the apartment of Atta and al-Shehi”. More than a third of the Israeli “art students” claimed residence in Florida. Two other Israelis connected to the art ring showed up in Fort Lauderdale. At one time, eight of the hijackers lived just north of the town.

Put together, the facts do appear to indicate that Israel knew that 9/11, or at least a large-scale terror attack, was about to take place on American soil, but did nothing to warn the USA. But that’s not quite true. In August 2001, the Israelis handed over a list of terrorist suspects – on it were the names of four of the September 11 hijackers. Significantly, however, the warning said the terrorists were planning an attack “outside the United States”.

The Israeli embassy in Washington has dismissed claims about the spying ring as “simply untrue”. The same denials have been issued repeatedly by the five Israelis seen high-fiving each other as the World Trade Centre burned in front of them.

Their lawyer, Ram Horwitz, insisted his clients were not intelligence officers. Irit Stoffer, the Israeli foreign minister, said the allegations were “completely untrue”. She said the men were arrested because of “visa violations”, adding: “The FBI investigated those cases because of 9/11.”

Jim Margolin, an FBI spokesman in New York, implied that the public would never know the truth, saying: “If we found evidence of unauthorised intelligence operations that would be classified material.” Yet, Israel has long been known, according to US administration sources, for “conducting the most aggressive espionage operations against the US of any US ally”. Seventeen years ago, Jonathan Pollard, a civilian working for the American Navy, was jailed for life for passing secrets to Israel. At first, Israel claimed Pollard was part of a rogue operation, but the government later took responsibility for his work.

It has always been a long-accepted agreement among allies – such as Britain and America or America and Israel – that neither country will jail a “friendly spy” nor shame the allied country for espionage. Chip Berlet, a senior analyst at Boston’s Political Research Associates and an expert in intelligence, says: “It’s a backdoor agreement between allies that says that if one of your spies gets caught and didn’t do too much harm, he goes home. It goes on all the time. The official reason is always visa violation.”

What we are left with, then, is fact sullied by innuendo. Certainly, it seems, Israel was spying within the borders of the United States and it is equally certain that the targets were Islamic extremists probably linked to September 11. But did Israel know in advance that the Twin Towers would be hit and the world plunged into a war without end; a war which would give Israel the power to strike its enemies almost without limit? That’s a conspiracy theory too far, perhaps. But the unpleasant feeling that, in this age of spin and secrets, we do not know the full and unadulterated truth won’t go away. Maybe we can guess, but it’s for the history books to discover and decide.



Who was behind the September eleventh attacks?

In the first minutes following the first attack on the World Trade Center, officials suggested to the media that the person behind the attacks was Osama bn Laden, the epitome of Muslim fanaticism. Not long after, the recently appointed director of the FBI, Robert Mueller III, designated nineteen kamikazes by name and mobilized all the means at the disposal of his agency to track down their accomplices.

The FBI thus never undertook any investigation but, instead, organized a man hunt, which, in the eyes much of the United States public, quickly took on the appearance of an Arab hunt. This reached such a pitch that people were incited to attack – even kill – Arabs whom they naively considered collectively responsible for the attacks.

There was no investigation by Congress, which, at the request of the White House, renounced exercising its constitutional role, supposedly in order not to adversely affect national security. Nor was there investigation by any media representatives, who had been summoned to the White House and prevailed upon to abstain from following up any leads lest such inquiries also adversely affect national security.


If we analyze the attacks of September the eleventh, we notice first off that there was much more to them than the official version acknowledges.

1.We know about only four planes, whereas at one point it was a question of eleven planes. Further, an examination of the insider-trading conducted in relation to the attacks shows put-option speculative trading in the stock of three airline companies: American Airlines, United Airlines and KLM Royal Dutch Airlines.

2.The official version does not include the attack on the White House annex, the Old Executive Office Building (called the "Eisenhower Building"). Yet, on the morning of the eleventh, ABC television broadcast, live, pictures of a fire ravaging the presidential services building.

3.Neither does the official version take into account the collapse of a third building in Manhattan World Trade Center complex, independently of the twin towers. This third building was not hit by a plane. However, it, too, was ravaged by a fire before collapsing for an unknown reason. This building contained the world's biggest secret CIA operations base, where the Agency engaged in economic intelligence gathering that the military-industrial lobby considered a waste of resources that should have been devoted to strategic intelligence gathering.

If we look closely at the attack against the Pentagon, we notice that the official version amounts to an enormous lie.

According to the Defense Department, a Boeing 757, all trace of which had been lost somewhere over Ohio, flew some 500 kilometers (300 miles) without being noticed. It supposedly entered Pentagon air space and descended on to the lawn surrounding the heliport, bounced off the lawn, broke a wing in collision with an electric transformer station, hit the façade at the level of the ground floor and first story, and was totally consumed by fire, leaving no other traces than two dysfunctional black boxes and pieces of passengers' bodies.

It is obviously impossible that a Boeing 757 could, for some 500 kilometers, escape detection by civil and military radar, by fighter-bomber planes sent in pursuit of it and by observation satellites that had just been activated. It is also obviously impossible that a Boeing 757 could enter the Pentagon's air space without being destroyed by one or more of the five missile batteries protecting the building.

When one examines the photographs of the façade, taken in the minutes following the attack (even before the Arlington civilian fire fighters had time to deploy), one sees no trace of the right wing on fire in front of the façade, nor any hole in the façade into which the plane could have been swallowed up. Apparently without the least fear of laying itself open to ridicule, the Defense Department declared that the jet engines, made out of tempered steel, had disintegrated under the shock of the impact – without damaging the façade. The aluminum of the fuselage is claimed to have combusted at more than 2,500° Celsius within the building and to have been transformed into gas, but the bodies of the passengers which it contained were so little burned that they were later identified from their finger prints.


Responding to journalists during a press conference at the Pentagon, the fire chief claimed that "no voluminous debris from the aircraft" had remained, "nor any piece of the fuselage, nor anything of that sort". He declared that neither he nor his men knew what had become of the aircraft. Close examination of the official photographs of the scene of the attack, taken and published by the Defense Department, shows that no part of the Pentagon bears any mark of an impact that could be attributed to the crash of a Boeing 757. One must acknowledged the evidence: it is impossible that the attack against the Pentagon on September 11, killing 125 persons, was carried out by a jet airliner.

The scene of the attack was thoroughly disturbed on the following day by the immediate launch of new construction work, with the result that many of the elements necessary to reconstruct what had happened are missing. The elements that do remain, however, converge in a single hypothesis that it is not possible to prove with certainty.

An air traffic controller from Washington has testified seeing on radar an object flying at about 800 kilometers per hour, moving initially toward the White House, then turning sharply toward the Pentagon, where it seemed to crash. The air traffic controller has testified that the characteristics of the flight were such that it could only have been a military projectile. Several hundred witnesses have claimed that they head "a shrill noise like the noise of a fighter-bomber", but nothing like the noise of a civilian aircraft. Eye-witnesses have said that they saw "something like a cruise missile with wings" or a small flying object "like a plane carrying eight or twelve persons". The flying object penetrated the building without causing major damage to the façade. It crossed several of the building rings of the Pentagon, creating in each wall it pierced a progressively bigger hole. The final hole, perfectly circular, measured about one meter eighty in diameter. When traversing the first ring of the Pentagon, the object set off a fire, as gigantic as it was sudden. Huge flames burst from the building licking the façades, then they shrank back just as fast, leaving behind a cloud of black soot. The fire spread through a part of the first ring and along two perpendicular corridors. It was so sudden that the fire protection system could not react.

All these testimonies and observations correspond to the effects of an AGM[air to ground missile]-86C of the third (most recent) generation of CALCM [conventional air launched cruise missile, equipped with depleted uranium warheads and guided by GPS [global positioning system]. This type of missile, seen from the side, would easily remind one of a small civilian airplane, but it is not a plane. It produces a shrill whistle comparable to that of a fighter-bomber, can be guided with enough accuracy to be directed through a window, can pierce the most resistant armor and can set off a fire – independent of its piercing effect – that will generate heat of over 2,000° Celsius.

This type of missile was developed jointly by the Navy and the Air Force and is fired from a plane. The missile used against the Pentagon destroyed the part of the building where the new Supreme Naval Command Center was being installed. Following the attack, the Navy Chief of Staff, Admiral Vernon Walters, failed to show up in the crisis room of the National Military Joint Intelligence Center when the other members of the Joint Chiefs of Staff reported there. Instead, he abruptly left the Pentagon.

Who, then, could have fired such a missile on the Pentagon? The answer was given by the off-the-record revelations of Ari Fleischer, the White House spokesman, and by Karl Rove, senior advisor to the president, to journalists from the New York Times and the Washington Post. Eighteen days later, these men discounted the veracity of the information they had given the journalists, claiming that they had been speaking under the stress of great emotion.


According to those close to George W. Bush, in the course of the morning, the Secret Service received a telephone call from those behind the attacks, apparently in order to make demands. To give credence to their demands, the masterminds revealed the secret codes giving access to the secure telephone lines available to the president for secure communication with the various intelligence agencies and services as well as for access to the nuclear arsenal. In fact, only a very few persons with the highest security clearances, in the top ranks of the government, could have had these codes. It follows that at least one of the persons behind the attacks of September 11 has a top government post, either civilian or military.

To give credence to the fable of Islamic terrorists, the United States authorities invented kamikazes. Although it would have been possible for a well organized group of persons to bring fire arms into commercial air liners, the kamikazes apparently used cardboard cutters as their only weapons. They are said to have learned to pilot Boeing 757s and 767s in the space of several hours of simulator training, becoming better pilots than professionals. This mastery allowed them to carry out complex in-flight approach maneuvers.

The Justice Department has never explained how it established the list of the kamikazes. The airline companies have furnished the exact number of passengers in each plane, and the passenger lists, incomplete, do not mention the persons who boarded at the last minute. In checking the these lists, one notices that names of the kamikazes are not on them and that only three passengers are not identified for flight 11 and only two for flight 93. It is thus impossible that 19 kamikazes boarded. Further, several of those listed as kamikazes have turned up, alive. The FBI nonetheless maintains that the high-jackers have all been definitively identified and that complementary information such as birth dates makes it improbable that they could be confused with persons of the same name. For those who might doubt this, the FBI has a ridiculous proof: whereas the planes burned and the twin towers collapsed, the passport of Mohammed Atta was miraculously found intact on the smoking ruins of the World Trade Center.

The existence of high-jackers, whether these or others, is confirmed by telephone calls made by several passengers to members of their families. Unfortunately, these conversations are known to us only by hearsay and have not been published, even in the case of those that were recorded. Thus, it has been impossible to verify that they were actually made from a particular cell phone of from a telephone on board. Here, too, we are asked to take the FBI at its word. Further, it was not indispensable to have high-jackers to carry out the attacks. The Global Hawk technology, developed by the Air Force, makes it possible to take control of a commercial airliner regardless of the intentions of its pilot(s) and to direct it by remote control.

There remains the case of Osama bn Laden. If it is generally admitted that he was a CIA agent or collaborator during the war against the Soviet Union in Afghanistan, the current version of events claims that he turned coat and became public enemy number one of the United States. This story does not bear up under scrutiny either. The French daily le Figaro revealed that last July, Osmam bn Laden was a patient at the American hospital in Dubai, where he was visited by the head of CIA regional office. CBS television in the United States has revealed that, on September 10, Osama bn Laden was undergoing dialysis at the Rawalpindi military hospital, under the protection of the Pakistani army. And the renown French journalist Michel Peyrard, who was a prisoner of the Taliban, has recounted how, last November, Osama bn Laden was living openly in Jalalabad while the United States was bombing other regions of the country. It is difficult to believe that the greatest army in the world, come to Afghanistan to arrest him, was unable to do so, while the mollah Omar was able to escape from United States military force on a moped.

In view of the elements that I have just presented, it appears that the attacks of September can not be attributed to foreign terrorists from the Arab-Muslim world – even if some of those involved might have been Muslim – but to United States terrorists.

The day after the attacks of September 11, United Nations Security Council Resolution 1368 acknowledged "the inherent right of individual or collective self-defense in accordance with the Charter", calling on "all States to work together urgently to bring to justice the perpetrators, organizers and sponsors of these terrorist attacks and stresses that those responsible for aiding, supporting or harboring the perpetrators, organizers and sponsors of these acts will be held accountable".

If one wishes to heed the call of the Security Council, to enforce Resolution 1368 and to punish those who really are guilty, the only way to accurately identify the guilty parties is to set up a commission of inquiry whose independence and objectivity are guaranteed by the United Nations. This would also be the only way to preserve international peace. In the meantime, Your Highness, Excellencies, Ladies and Gentlemen, the foreign military interventions of the United States of America are devoid of any basis in international law, whether it be their recent intervention in Afghanistan or their announced interventions in Iran, Iraq and in numerous other countries.




9/11:
Possible Motives Of The Bush Administration

The 9/11 Commission understood that its mandate, as we have seen, was to provide "the fullest possible account" of the "facts and circumstances" surrounding 9/11. Included in those facts and circumstances are ones that, according to some critics of the official account of 9/11, provide evidence that the Bush administration intentionally allowed the attacks of 9/11. Some critics have even suggested that the Bush administration actively helped the attacks succeed.

In light of the fact that several books have been written propounding such views, including some in English, the Commission's staff, given its "exacting investigative work," would surely have discovered such books. Or if not, the staff would at least have known about a front-page story on this topic in the Wall Street Journal. Readers of this story learned not only that a poll showed that 20 percent of the German population believed the "U.S. government ordered the attacks itself" but also that similar views were held in some other European countries.

Also, as we saw in the Introduction, polls show that significant percentages of Americans and Canadians believe that the US Government deliberately allowed the attacks to happen, with some of those believing the Bush administration actually planned the attacks. Knowing that such information is available and such views are held, the Commission, we would assume, would have felt called upon to respond to these suspicions.

An adequate response would contain at least the following elements: (1) an acknowledgment that these suspicions exist; (2) a summary of the main kinds of reports and alleged facts cited as evidence by those who have promoted these suspicions; and (3) an explanation of why these reports and alleged facts do not really constitute evidence for complicity by the Bush administration.

Finally, the persistence and widespread documentation of these allegations means that an adequate response would need to consider (if only to debunk) the motives that some critics have alleged the Bush administration would have had for facilitating the 9/11 attacks.

Just as the Commission properly looked at motives that Osama bin Laden and his al-Qaeda organizations may have had for planning the attacks. For many Americans, of course even considering the possibility that their own government might have had motives for facilitating such attacks would not be pleasant. But an account, if it is to be the fullest possible account, cannot decide in advance to restrict itself to the ideas that are pleasant.

In this chapter, accordingly, we will look at The 9/11 Commission Report from this perspective, asking how it has responded to the fact that some critics of the official account have alleged that the Bush administration would have had several motives for allowing the attacks and even helping them succeed.


The 9/11 Attacks As "Opportunities"
One way to approach this question would be to ask whether these attacks brought benefits to this administration that could reasonably have been anticipated. There is no doubt that the attacks brought benefits. Indeed, several members of the Bush administration publicly said so. The president himself declared that the attacks provide "a great opportunity."2 Donald Rumsfeld stated that 9/11 created "the kind of opportunities that World War II offered, to refashion the world." Condoleeza Rice had said the same thing in mind, telling senior members of the National Security Council to "think about 'how do you capitalize on these opportunities' to fundamentally change...the shape of the world." The National Security Strategy of the United States of America, issued by the Bush administration in September 2002, said: "The events of September 11, 2001, opened vast, new opportunities."

Of course, the fact that these members of the Bush administration described attacks as opportunities after the fact does not necessarily mean that they could have anticipated in advance that attacks of this nature would bring such opportunities. However, all of these statements, except for the last one, were made shortly after 9/11. If the benefits could be seen so soon after the attacks, we can assume that, if these people were thinking about such attacks ahead of time, they could have anticipated that they would create these opportunities.

It would seem, therefore, that the Bush administration's description of the attacks as providing opportunities, along with the fact that at least some of these opportunities could have been anticipated, were important parts of the "events surrounding 9/11" that "the fullest possible account" would have included. These descriptions of the attacks of 9/11 as opportunities, however, are not mentioned in The 9/11 Commission Report.

In any case, the idea that members of the Bush administration could have anticipated benefits from catastrophic attacks of the type that occurred on 9/11 does not rest entirely on inference from the fact that the attacks were seen as opportunities immediately after 9/11. Critics have referred to a pre-9/11 document that speaks of benefits that could accrue from catastrophic attacks. We need to see how the Commission responded to this part of the facts and circumstances surrounding 9/11.

"A New Pearl Harbor" To Advance The Pax Americana
In the fall of 2000, a year before 9/11, a document entitled Rebuilding America's Defenses was published by an organization calling itself the Project for the New American Century (PNAC). This organization was formed by individuals who were members or at least supporters of the Reagan and Bush I administration, some of whom would go on to be central figures in the Bush II administration.

These individuals include Richard Armitage, John Bolton, Dick Cheney, Zalmay Khalilzad (closely associated with Paul Wolfowitz), Lewis "Scooter" Libby, Richard Perle, Donald Rumsfeld, Paul Wolfowitz, and James Woolsey. Libby (now Cheney's chief of staff) and Wolfowitz (now Rumsfeld's deputy) are listed as having participated directly in the project to produce Rebuilding America's Defenses. Interestingly, John Lehman, a member of the 9/11 Commission, has been a member of the PNAC or at least publicly aligned with it.

This PNAC document, after bemoaning the fact that spending for military purposes no longer captured as much of the US budget as it once did, argues that it is necessary for defense spending to be greatly increased if the "American peace is to be maintained, and expanded," because this Pax Americana "must have a secure foundation on unquestioned U.S. military preeminence." The way to acquire and retain such military preeminence is to take full advantage of the "revolution in military affairs" made possible by technological advances. Bring about this transformation of US military forces will, however, probably be a long, slow process, partly because it will be very expensive. However, the document suggests, the process could occur more quickly if America suffered "some catastrophic and catalyzing event ? like a new Pearl Harbor." This statement, we would think, should have gotten the attention of some members of the 9/11 Commission.


After the 9/11 attacks came, moreover, the idea that they constituted a new Pearl Harbor was expressed by the president and some of his supporters. At the end of that very day, President Bush reportedly wrote in his diary: "The Pearl Harbor of the 21st century took place today." Also, minutes after the president's address to the nation earlier that day. Henry Kissinger posted an online article in which he said: "The government should be charged with a systematic response that, one hopes, will end the way the attack on Pearl Harbor ended, with the destruction of the system that is responsible for it."

One might think that the existence of these statements would have been perceived by the 9/11 Commission as part of the relevant "events surrounding 9/11" that should be included in "the fullest possible account." But there is no mention of any of these statements on any of the 567 pages of the Kean-Zelikow Report.

Those pages are largely filled, in line with the Commission's unquestioned assumption, with discussions of Osama bin Laden, al-Qaeda, Islamic terrorism more generally, and American responses thereto. Then, after the Commission had disbanded, its staff released another 155-page report on al-Qaeda financing. These matters were obviously considered essential for understand-ing the "facts and circumstances relating to the terrorist attacks of September 11, 2001."

But the fact that individuals who are central members and supporters of the Bush-Cheney administration endorsed a document indicating that "a new Pearl Harbor" would be helpful for furthering its aims; that some supporters of this administration and even the president himself then compared the 9/11 attacks to the Pearl Harbor attacks; and that several members of this administration said that 9/11 provided "opportunities". This complex fact was not thought worthy of a single sentence in the Commission's "fullest possible account." Indeed, the Commission's report does not even mention the Project for the New American Century.

Generating Funds For The US Space Command
One dimension of the "revolution in military affairs" discussed in the PNAC document is so important as to deserve separate treatment. This dimension is the militarization of space, which is now the province of a new branch of the American military, the US Space Command.

The purpose of this branch is to bring about "full spectrum dominance." The idea is that the US military, with its air force, army, and navy, is already dominant in the air and on land and sea. The US Space Command will now ensure dominance in space. "Vision for 2020," a document published by the US Space Command, puts it thus: "The emerging synergy of space superiority with land, sea, and air superiority, will lead to Full Spectrum Dominance."

The government's description of spending for the US Space Command as spending for "missile defense" makes its mission sound purely defensive, augmenting "homeland security" by defending the United States from missile attacks. The mission statement in "Vision for 2020," however, states: "U.S. Space Command ? dominating the space dimension of military operations to protect US interests and investment." Its primary purpose, in other words, is not to protect the American homeland but to protect American investments abroad. Such protection will be needed, it says, because "the globalization of the world economy will continue with a widening between 'haves' and 'have-nots.'" The mission of the US Space Command, it is clear, is to protect the American "haves" from the world's "have-nots," as American-led globalization leaves these "have-nots" with even less.

The 9/11 Commission, however, makes no mention of the US Space Command's program and mission. To understand the full significance of this omission, it is necessary to understand that its program involves three parts. The first part involves space-based surveillance technology, through which US military leaders can identify enemies of US forces anywhere on the planet.

The second part involves putting up space weapons, such as laser cannons, with which the United States will be able to destroy the satellites of other countries. "Vision for 2020" frankly states its desire to be able "to deny others the use of space." The third part of the program is usually called, the "missile defense shield," but its purpose, like that of the first two parts, is offensive.

As Rebuilding America's Defenses said (in a passage called "a remarkable admission" by Rahul Mahajan):

"In the post-Cold-War era. America and its allies...have become the primary objects of deterrence and it is states like Iraq, Iran and North Korea who most wish to develop deterrent capabilities. Projecting conventional military forces... will be far more complex and constrained when the American homeland...is subject to attack by otherwise weak rogue regimes capable of cobbling together a minuscule ballistic missile force. Building an effective...system of missile defenses is a prerequisite for maintaining American preeminence."

The purpose of the "missile defense shield," in other words, is not to deter other countries from launching a first strike against the United States. Its purpose is to prevent other countries from being able to deter the United States from launching a first strike against them.

The major impediment to making this program operational is that it will be extremely expensive. According to one expert, it will require over $1 trillion from American taxpayers. The difficulty of getting Congress and the American people to pony up was the main reason for the PNAC document's statement that the desired transformation will take a long time "absent some catastrophic and catalyzing event, like a New Pearl Harbor."


In omitting any mention of this project for achieving global domination, therefore, the 9/11 Commission omitted a project so big that some of its backers, we can imagine, may have been able to rationalize an attack taking a few thousand American lives, if such an attack seemed necessary to get adequate funding for this project.

Donald Rumsfeld, as we saw, was a member of PNAC when it produced its document. He was also chairman of the Commission to Assess US National Security Space Management and Organization. The task of this commission, commonly known as the "Rumsfeld Commission", was to make proposals with regard to the US Space Command. After making various proposals that would "increase the asymmetry between U.S. forces and those of other military powers," the Rumsfeld Commission Report said that, because its proposals would cost a lot of money and involve significant reorganization, they would probably encounter strong resistance. But, the report which was issued January 7, 2001, said:

The question is whether the U.S. will be wise enough to act responsibly and soon enough to reduce U.S. space vulnerability. Or whether, as in the past, a disabling attack against the country and its people. A "Space Pearl Harbor" will be the only event able to galvanize the nation and cause the U.S. Government to act.

In speaking of a "Space Pearl Harbor," the report meant an attack on its military satellites in space. The 9/11 attacks were obviously not of this nature. It is interesting, nevertheless, that only a few months after PNAC had issued its statement about "a new Pearl Harbor," the Rumsfeld Commission also pointed out that a Pearl Harbor type of attack might be needed to "galvanize the nation."

When the new Pearl Harbor came, Rumsfeld, having been made secretary of defense, was in position to use it to get more money for the US Space Command. Before TV cameras on the evening of 9/11 itself, Rumsfeld said to Senator Carl Levin, then chairman of the Senate Armed Services Committee:

Senator Levin, you and other Democrats in Congress have voiced fear that you simply don't have enough money for the large increase in defense that the Pentagon is seeking, especially for missile defense...Does this sort of thing convince you that an emergency exists in this country to increase defense spending, to dip into Social Security, if necessary, to pay for defense spending? Increase defense spending?

Earlier that day, the Pentagon, which by then had been under Rumsfeld's leadership for almost seven months, failed to prevent airplane attacks on the World Trade Center and the Pentagon itself. Now that very evening Rumsfeld was using the success of those attacks to get more money from Congress for the Pentagon and, in particular, for the US Space Command. One might think that this rather remarkable coincidence would have gotten the attention of the 9/11 Commission, because it suggests that the secretary of defense may not have wanted to prevent this "new Pearl Harbor." But the Commission's report, focusing exclusively on al-Qaeda terrorists, makes no mention of this possible motive.

Rumsfeld was, moreover, not the only person highly committed to promoting the US Space Command who was in charge of military affairs on 9/11. Another was General Ralph E. Eberhart, the current head of the US Space Command, who is also the commander of NORAD. General Richard Myers, the former head of the US Space Command, was on 9/11 the Acting Chairman of the Joint Chiefs Of Staff.

A truly "independent" and "impartial" commission would surely comment on this remarkable coincidence, that three of the men in charge of the US military response on 9/11 were outspoken advocates of the US Space Command, that the US military under their control failed to prevent the attacks, and that one of these men then used the success of the attacks to obtain billions of dollars more for this branch of the military.

Coincidence does not, of course, prove complicity. Sometimes when events coincide in an improbable way, the coincidence is exactly what the term has generally come to mean; simply coincidental. It is well know, however, that after a crime the first question to be asked is cui bono? Who benefits? A truly independent commission would at least have proceeded on the assumption that Rumsfeld, Myers, and Eberhart had to be regarded as possible suspects, whose actions that day were to be rigorously investigated. Instead, the testimonies of these three men were treated as unquestionable sources of truth as to what really happened. Despite, as we will see later, the contradictions in their stories.

The Plan To Attack Afghanistan
Critics have alleged that another possible motive on the part of the Bush administration was its desire to attack Afghanistan so as to replace the Taliban with a US-friendly government in order to further US economic and geopolitical aims.

The 9/11 Commission does recognize that the US war in Afghanistan, which began on October 7, less than a month after 9/11 ? was a war to produce "regime change". According to the Commission, however, the United States wanted to change the regime because the Taliban, besides being incapable of providing peace by ending the civil war, was perpetrating human rights abuses and providing a "safe haven" for al-Qaeda. In limiting the US motives to these, however, the Commission ignored abundant evidence that the motives were more complex, more self-interested, and more ambitious.

At the center of these motives was the desire to enable the building of a multibillion dollar pipeline route by a consortium known as CentGas (Central Asia Gas Pipeline), which was formed by US oil giant Unocal. The planned route would bring oil and gas from the land-locked Caspian region, with its enormous reserves, to the sea through Afghanistan and Pakistan. By 2001, the Taliban had come to be perceived as an obstacle to this project.

The Taliban was originally supported by the United States, working together with Pakistan's ISI. The pipeline project had become the crucial issue in what Ahmed Rashid in 1997 dubbed "The New Great Game." One issue in this game was who would construct the pipeline route. The Unocal-dominated CentGas Consortium or Argentina's Bridas Corporation. The other issue was which countries the route would go through. The United States promoted Unocal and backed its plan to build the route through Afghanistan and Pakistan, since this route would avoid both Iran and Russia. The main obstacle to this plan was the civil war that had been going on in Afghanistan since the withdrawal of the Soviet Union in 1989. The US government supported the Taliban in the late 1990s on the basis of hope that it would be able to unify the country through its military strength and then provide a stable government.

The centrality of this issue is shown by the title Rashid gave to two of his chapters: "Romancing the Taliban: The Battle for Pipelines." With regard to the United States in particular, Rashid says that "the strategy over pipelines had become the driving force behind Washington's interest in the Taliban." However, although the Kean-Zelikow Commission cites Rashid's well-known book several times, it makes no reference to his discussion of the centrality of the pipelines to Washington's perspective.

From reading the Commission's report, in fact, one would never suspect that "pipeline war" (as it became called) was a major US concern. The pipeline project in general and Unocal in particular are mentioned in only one paragraph (along with its accompanying note). And the Commission here suggests that the US State Department was interested in Unocal's pipeline project only insofar as "the prospect of shared pipeline profits might lure faction leaders to a conference table". The United States, in other words, regarded the pipeline project only as a means to peace. That may indeed have been the view of some of the American participants. But the dominant hope within Unocal and the US government was that the Taliban would bring peace by defeating its opponents, primarily Ahmad Shah Masood ? after which the US government and the United Nations would recognize the Taliban as the government of Afghanistan, which in turn would allow Unocal to get the loans it would need to finance the project.


The Commission's report, by contrast, suggests that neither the US government nor Unocal took the side of the Taliban in the civil war. The Commission tells us that Marty Miller, who had been in charge of the pipeline project for Unocal, "denied working exclusively with the Taliban and told us that his company sought to work with all Afghan factions to bring about the necessary stability to proceed with the project". As is often the case, the Commission's "exacting investigative work" consisted primarily of interviewing people and recording their answers.

Had the Commission consulted Steve Coll's Ghost Wars, which the Commission quotes elsewhere, it could have learned that although "Marty Miller insisted publicly that Unocal remained 'fanatically neutral' about Afghan politics, " in reality "Marty Miller and his colleagues hoped the Taliban takeover of Kabul would speed their pipeline negotiations." Coll is here referring to September 1996, when the Taliban, heavily financed by Pakistan and Saudi Arabia, took over Kabul, the capital, by forcing Masood to flee. As soon as this occurred, Rashid reports, a Unocal executive "told wire agencies that the pipeline project would be easier to implement now that the Taliban had capture Kabul." We are again left wondering if the Kean-Zelikow Commission's research was simply inadequate or if it deliberately left out information that did not fit its narrative.

There is a similar problem with the Commission's statement about US neutrality. The Commission says flatly: "U.S. diplomats did not favor the Taliban over the rival factions but were simply willing to 'give the Taliban a chance'". Interviews are again the only support offered. Had the Commission consulted Rashid's book on this issue, it would have read that the United States "accepted the ISI's analysis...that a Taliban victory in Afghanistan would make Unocal's job much easier." Rashid also reports that "within house of Kabul's capture by the Taliban",when much of the country still remained under the control of other factions- "the US State Department announced it would establish diplomatic relations with the Taliban." The lack of US neutrality is likewise shown by Steve Coll, who says: "The State Department had taken up Unocal's agenda as its own", which meant, of course, support for the Taliban.

Rashid, summarizing the situation, says that "the US-Unocal partnership was backing the Taliban and wanted an all-out Taliban victory, even as the US and Unocal claimed they had no favourites in Afghanistan." The Kean-Zelikow Commission, by contrast, simply gives us public relations statements of some of the US and Unocal actors, repeated in recent interviews, as actual history.

Why is it important to point out this distortion? Because the Commission's portrayal of US interests in Afghanistan suggests that the United States had no imperialistic or crass material interests in the area. The kind of interests that might lead a government to devise a pretext for going to war. This issue becomes more important as we move to the point in the story at which the United States comes to think of the Taliban as an obstacle rather than a vehicle of the Unocal (CEntGas) pipeline project.

In July 1998, the Taliban, after having failed in 1997 to take the northern city of Mazar-i-Sharif, finally succeeded, giving it control of most of Afghanistan, including the entire pipeline route. After this victory CentGas immediately announced that it was "ready to proceed." Shortly thereafter, however, the US embassies in Kenya and Tanzania were blown up, leading the United States to launch cruse missile strikes against OBL's camps in Afghanistan. These and related developments led Unocal to withdraw from CentGas, convinced that Afghanistan under the Taliban would never have the peace and stability needed for the pipeline project.38 Rashid, finishing his book in mid-1999, wrote that the Clinton Administration had shifted its support to the pipeline route from Azerbaijan through Georgia to Turkey, adding that "by now nobody wanted to touch Afghanistan and the Taliban."

When the Bush administration came to power, however, it decided to give the Taliban one last chance. This last chance occurred at a four-day meeting in Berlin in July 2001, which would need to be mentioned in any realistic account of how the US war in Afghanistan came about. According to the Pakistani representative at this meeting, Niaz Naik, US representatives, trying to convince the Taliban to share power with US-friendly factions, said: "Either you accept our offer of a carpet of gold, or we bury you under a carpet of bombs." Naik said that he was told by Americans that "military action against Afghanistan would go ahead...before the snows started falling in Afghanistan, by the middle of October at the latest." The US attack on Afghanistan began, in fact, on October 7, which was as soon as the US military could get ready after 9/11.

But the Kean-Zelikow Commission, having left out that background, provides no context for readers to understand why and how strongly some members of the Bush administration wanted to attack Iraq. Indeed, the Commission fails to make clear just how ready some of them were to go to war against Iraq even if there was no evidence of its complicity in the attacks. A crucial omission in this respect is the failure to quote notes of Rumsfeld's conversations on 9/11 that were jotted down by an aide. These notes, which were later revealed by CBS News, indicate that Rumsfeld wanted the "best info fast. Judge whether good enough hit S.H. [Saddam Hussein] at same time. Not only UBL [Usama Bin Laden]. Go massive. Sweet it all up. Things related and not."64 James Bamford, after quoting these notes, says: "From the notes it was clear that the attacks would be used as a pretext for war against Saddam Hussein."

The Commission, by contrast, merely tells us that notes from that day indicate that "Secretary Rumsfeld instructed Myers to obtain quickly as much information as possible" and to consider "a wide range of options and possibilities". The Commission then adds:

The secretary said his instinct was to hit Saddam Hussein at the same time, not only Bin Laden. Secretary Rumsfeld later explained that at the time, he had been considering either one of them or perhaps someone else, as the responsible party.

From the Commission's account alone, we would assume that Rumsfeld was thinking of hitting Saddam if and only if there was good evidence that he was "the responsible party." As the notes quoted by CBS and Bamford show, however, Rumsfeld wanted to use 9/11 as the basis for a "massive" response that would take care of many threats to American interests ("Sweep It Up"), especially Saddam Hussein, whether he was responsible or not ("Things related and not"). The Kean-Zelikow Commission, with its omission and distortions, hides this fact from us.


Furthermore, just as the Commission failed to point out the centrality of oil and military bases in the Bush administration's interest in Afghanistan, it does the same in relation to Iraq. Even though this country has the second largest known oil reserves in the world. The Commission does say that at a National Security Council meeting on September 17, "President Bush ordered the Defense Department to be ready to deal with Iraq if Baghdad acted against U.S. interests, with plans to include possibly occupying Iraqi oil fields". But this is the sole hint in the Kean-Zelikow Report that the Bush administration might have had an interest in getting control of Iraqi oil.

Even this statement, moreover, is doubly qualified. Far from suggesting that Rumsfeld, Wolfowitz, and other members of the Bush administration were chomping at the bit to attack Iraq, as the PNAC letters reveal, the Commission suggests that the Bush administration would have thought of acting against Saddam only if he "acted against U.S. interests." And far from suggesting that getting control of Iraq's oil would be a central motivation, the Commission suggests that the plans for attack might only "possibly" include occupying Iraqi oil fields.

From other sources, however, we get quite a different pictures. Within months after 9/11, Paul O'Neill reports, the Defense Intelligence Agency, which works for Rumsfeld, had begun mapping Iraq's oil fields. It also provided a document, entitled "Foreign Suitors for Iraqi Oilfield Contracts," which suggested how Iraq's huge reserves might be divided up. The centrality of oil was also pointed out by Stephen Gowans, who wrote:

"The top item on the Pentagon's agenda, once it gave the order for jackboots to begin marching on Baghdad, was to secure the oil fields in southern Iraq. And when chaos broke out in Baghdad, US forces let gangs of looters and arsonists run riot through "the Ministry of Planning, the Ministry of Education, the Ministry of Irrigation, the Ministry of Trade, the Ministry of Industry, the Ministry of Foreign Affairs, the Ministry of Culture and the Ministry of Information."...But at the Ministry of Oil, where archives and files related to all the oil wealth Washington has been itching to get its hands on, all was calm, for ringing the Ministry was a phalanx of tanks and armored personnel carriers."

These accounts reveal the distorted picture provided by the 9/11 Commissioners, whose solitary mention of Iraq's oil suggests that US troops, if they attacked Iraq, might or might not occupy the oil fields.

A more realistic account is also given by Chalmers Johnson, who emphasizes that in relation to oil-rich regions, the US interest in oil and its interest in bases go hand in hand.

The renewed interest in Central, South, and Southwest Asia included the opening of military-to-military ties with the independent Central Asian republics of Kyrgyzstan and Uzbekistan and support for a Taliban government in Afghanistan as a way to obtain gas and oil pipeline rights for an American-led consortium. But the jewel in the crown of this grand strategy was a plan to replace the Ba'ath regime in Iraq with a pro-American puppet government and build permanent military bases there.

Johnson's emphasis on the motivation to establish more military bases is supported by PNAC itself, which said in its 2000 document:

"The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American presence in the Gulf transcends the issue of the regime of Saddam Hussein." As this statement indicates, the plan was for the American military to remain in Iraq long after Saddam Hussein was deposed-perhaps until the exhaustion of the Iraqi oil reserves.

If we move beyond the 9/11 Commission's simplistic and noncontextual account of the Bush administration's reasons for attacking Iraq, we can see that the stakes were immense, involving not only trillions of dollars but also global geopolitical control. (For example, even if the United States will not need Iraqi oil in the near future, East Asia and Europe will, so that the United States, by controlling their oil supply, will be able to exert strong influence over their political-economic life.) Accordingly, we can see that the desire to attack an occupy Iraq, expressed by the same people who suggested that a "new Pearl Harbor" could be helpful, might have provided a motive for facilitating the attacks of 9/11.


The 9/11 Commission Report, however, omits all the parts of the story that might lead to this thought. We receive no idea that Iraq might have been "the jewel in the crown" of the US master plan. In the world of the Kean-Zelikow Report, in fact, America has no imperialistic master plan. It is simply an altruistic nation struggling to defend itself against enemies who hate its freedoms.

Summary
As I pointed out in the Introduction, The 9/11 Commission Report endorses the official conspiracy theory, according to which the attacks of 9/11 were carried out solely by al-Qaeda, under the direction of Osama bin Laden. I am looking at this report from the perspective of the alternative conspiracy theory, according to which officials of the US government were involved. Although the Commission did not mention this alternative hypothesis, it was clearly seeking to undermine its plausibility. One way to do this would be to show that, contrary to those who hold this hypothesis, the Bush administration did not have any interests or plans that could have provided a sufficient motive for arranging or at least allowing such murderous attacks on its own citizens. The Commission did not do this directly, by explicitly addressing the motives alleged by those who endorse the alternative hypothesis. But it did not do it indirectly, by portraying the Bush administration, and the US government more generally, as devoid of motives in question.

The Kean-Zelikow Commission, however, could provide this portrayal only by means of numerous omissions and distortions. Besides omitting the Bush administration's reference to the 9/11 attacks as "opportunities," it omitted any discussion of the US Space Command, with its mission to solidify global dominance, and of the PNAC document, with its suggestion that a new Pearl Harbor would be helpful. It omitted historical facts showing that the Bush administration had plans to attack both Afghanistan and Iraq before 9/11, so that the attacks served as a pretext rather than a cause. And the Commission distorted US motives in those attacks, portraying US leaders as interested only in self-defense, human rights, and peace, not oil, bases, and geopolitical primacy.



An Appeal to the Anti-War Movement

If there was an Achilles heel that would definitely bring down not only the Bush Administration, but every tyrannical mechanism they have constructed in their fraudulent "War on Terror", would you strike at it? As I scour the web and talk to people in the anti-war movement, I have heard disheartening answers ranging from dismissiveness to fear to willful ignorance. I am referring to attitudes regarding the one event used by the neo-cons and their flag waving supporters to justify endless war, government looting, eroding constitutional freedoms, and everything else under the sun, namely 9/11.

What is disheartening is that we are missing out on a golden opportunity to unite and bring down the current reign of tyranny. In light of probable war in Iran, previous scams in history, such as the Nazi Gleiwitz incident and the Iraqi WMD scam , serve as guides as to what we can watch for as the powers that be prepare a staged provocation to lead America to war. It is time for everyone to drop the dismissive attitude towards the rapidly growing 9/11 truth movement. It is time for people to recognize 9/11 truth's vital role in preserving liberty and stopping future wars of aggression. It is high time for people in the mainstream anti-war movement to investigate 9/11 and expose the official story for the fraud that it is.


"But 9/11 is a distraction to the larger fight to end the war in Iraq..."
I often hear this objection from people who are ignorant of the relationship between 9/11 and our current situation. This world view perceives 9/11 as a separate "distraction" issue, removed from the issues of the Iraq war, the USA PATRIOT Act, NSA spying, etc.

Many will acknowledge that Bush benefited from 9/11, and that 9/11 continues to be used as the justification for the above issues, and still serves as a backdrop in the atmosphere of continual fear (created thru fake terror alerts and manufactured terror busts). However, to many in the anti-war movement, to question the events of 9/11 is considered sacrilegious. It is odd that some people who are quick to doubt and be skeptical of anything bush says will immediately rush to his defense and unquestioningly accept the official 9/11 story, despite the numerous cover-ups, admitted lies, and back sliding distortions and spin that have been put out.

Such an inconsistent approach treats 9/11 as a conveniently coincidental event. This is in spite of the fact that many anti-war activists know about, yet fail to grasp the significance, of the fact that the Iraq and Afghanistan invasions, as well as the freedom eviscerating USA PATRIOT Act were all planned prior to 9/11. Although the roots of our predicament began long before the current administration, the events that have occurred during this war president's reign cannot be looked at in a vacuum. Far from being a distraction, when looked at in conjunction with everything in the so-called "War on Terror", 9/11 forms an essential piece of this Administration's reign of tyranny.

"9/11 will ruin the credibility of the anti-war movement"
In the face of shallow mass media demonization of 9/11 truth, the above objection is understandable, especially in the first few years following 9/11/2001. However, recently the 9/11 truth movement has gained tremendous boosts of attention, spurred on by credible scholars.

As the 9/11 truthers have continually gained credibility, the government has been caught repeatedly lying, covering up, and altering its story. The recently admitted NORAD lies, as reported in the Washington Post, are just the tip of the iceberg. On the other hand, on a regular basis more and more prominent people of all political stripes have come to seriously doubt the official 9/11 fable. The list includes physicists, former fighter pilots, former CIA agents, and even former Reagan officials). At this point, 9/11 truth is exploding in popularity, with poll after poll showing its breakthrough to the mainstream, and media outlets compelled to seriously cover alternative theories of 9/11 government complicity. As Charlie Sheen said, "the worm is turning."

No one is asking anyone to believe every alternative theory to the official theory. To separate truth from fiction, it is best to keep a skeptical eye on every single aspect of 9/11. especially the government's version, Given this government's credibility (or lack thereof), rather than automatically believing the government's 9/11 story, we must closely everything closely. Upon such close inspection, the official 9/11 story unravels into a series of anomalies, indefensible lies, and unlikely coincidences.

"Just don't go there"
This position of fear is taken by many on the left (some call them "left gatekeepers"). Fear of the unthinkable or a head in the sand approach will not save this republic. If America has a deadly cancer, we had best confront it head on.

Things people in the mainstream anti-war movement should see, but don't:
Historical Precedent: 9/11 truthers are merely anti-war activists who see the big picture. Far from being "conspiracy theorists", we are people who know history and how modern events fit into history. Many on the Left are familiar with false flag operations (terror blamed on someone else) that take place in foreign nations, but have a tough time believing that US intelligence agencies would do the same in America. History and the nature of man would suggest otherwise.

Deluded minds need to be reminded that America is not exempt from history. Guilty Behavior: The pattern of government cover-ups, lies, and the myriad of inconsistencies with regard to 9/11 suggest a "consciousness of guilt", just as in the case of the Downing Street memos. It demonstrates the intention to deceive on the part of those involved. It suggests possible complicity and a need for a full investigation. Overwhelming Evidence: The evidence against the government's official story is overwhelming. Plenty of sites have already covered this in great documented detail.

As the overarching issue of our time, 9/11 truth can and must be used to tear down the entire fraudulent "War on Terror". It is critical that the untouchable mother of all scandals must explode like a supernova if we are to prevent another massive terrorist/biological attack on American soil, which will likely be carried out by the military-industrial complex, but blamed on a Hezbollah/Hamas/Al Qaeda combination in conjunction with Iran/Syria. The attack would likely be used to justify further military action in the middle east, most likely against the nations that are blamed for the terror, Iran or Syria. It would also be used to justify the dismantling of our Constitution. Some say that the confluence of recent events indicate a high probability that such a terrorist incident will come in the next 2 months, leading to the beginning of World War III, which neo-cons such as William Kristol and Newt Gingrich have been agitating for.

As anti-war activists, as defenders of the republic, we have the power to stop all of these horrors. I implore everyone in the anti-war movement, regardless of whether you are on the left, center, or right/libertarian side of the false political spectrum, to use the Achilles heel of 9/11 to crush the neo-con tyrannical juggernaut.
